Chapter two on Islam - Terorism or Tolerance? examines whether Muslims are required to be in a perpetual state of war with non-Muslims and whether Islam promotes or permits terrorism. It concludes that Muslims are only allowed to wage defensive wars. Use of force is a matter of last resort and is regulated by elaborate rules of engangement that were worked out long before modern humanitarian law took roots. Inciting terror in the hearts of defenceless people is absolutely forbidden Islam.
